Bills are generated monthly and the billing cycle matches the same period as your Virginia America Water utility bill.
Bills are due within 21 days of the statement date. Your account is considered past due 30 days after your statement is mailed. Your statement will always indicate the due date.
Most customers will have charges for Sewer and Trash. Some customers may not have access to all services.
If your payment arrives after the due date, there is a 10% late fee that is applied to your account. If your account remains unpaid beyond 30 days, your account will be subject to disconnection of water service. If disconnected, a $70 fee will be due in order to re-establish service - in addition to all outstanding amounts owed.

Minol USA provides utility billing services for the City of Hopewell. They assist with printing and mailing customer statements, provide customer service, and remittance services for payments.
Your sewer usage is determined by the amount of water that flows through your water meter at your service address. That usage is captured by Virginia American Water and passed on to us for calculating your sewer charges. Sewer charges are calculated in accordance with the current rate tariff published by the city.
To establish service, you must contact Virginia America Water and submit an application. Your account information will be provided to us to create a Sewer account.
To stop service, you will need to contact Virginia American Water and provide an end date for services. Your sewer account will be closed once we receive notification of your water account closure.

You will need to register your account the first time you visit HopewellVA.myUtilityDirect.com. You will need to know your 14-digit account number and either the registration code found on your statement or the numerical portion of your service address.
The registration code used to create online access is located on your utility statement. It is a six-digit code that is printed at the top right portion of the remittance coupon. Located directly underneath the perforated tear line on the bottom third of the statement.
Yes, the City of Hopewell offers e-statement notifications, which will send you an email each time that a statement is generated for your account. The City of Hopewell charges a flat rate sewer base fee that includes a set amount of usage. For all additional usage a usage fee is billed based upon the amount of water measured by your water meter. Usage is billed in CGAL’s and is based on the rate tariff published by the City.

If you have a past due amount on your account, you will receive a late fee/disconnection notice with the amount past due and a service disconnection date if not paid.

Unpaid sewer charges will have water service disconnected by American Virginia Water, once your water service has been disconnected you will need to pay any outstanding past due amount before service can be restored. You will also be charged a Disconnect/Reconnect fee in the amount of $ 70.
Trash bins must be set out by 7:00 A.M. on your designated pick-up day. In order for your bin to be picked up it must be placed in the proper area and must not be overfilled or incorrect items inside. Please visit cvwma.com for instructions related to trash and recycling pick up.

When we transitioned billing partners any balance that was on your account as of September 19, 2025, was moved to your new Water Renewal account. You are responsible for all sewer and trash charges that were previously billed and unpaid at the time of transition.
As of September 2025, storm water fees will not be included on your monthly sewer and trash utility bills. Storm water fees will become a part of your real estate tax assessment bills.

Pay Locally: Pay by cash or check locally in our Treasurer’s office during business hours. Your payment will be automatically applied to your account and there are no additional fees when paying with Cash, Check or Money Orders. If paid in person you can ask for a paper receipt or a copy can be emailed to you.

Online bill pay services: You can electronically submit payment for your sewer and trash bill through your own bank or other bill pay provider. You will have to create a payee and enter the mailing address along with your digit account number. Use the address shown on your Hopewell Water Renewal bill. Failure to use the correct payee and remittance address may cause your payment to be delayed in posting to your account and may result in additional late fees and service disconnection if not received by the due date. If you have any questions regarding setting up your online bill pay services, please contact your bill pay provider for specific instructions. If you previously used online bill pay prior to September 2025 you will need to delete that payee and create a new Payee account for the City of Hopewell Sewer and Trash payment.
